The Council

Kaunas Regional Library Council (hereinafter referred to as the Council) was established on 28 November 2013 as an advisory body to the Director of Kaunas County Public Library (hereinafter referred to as the KAVB) on public grounds. The Council’s activities are regulated by the Regulations of the Kaunas Regional Library Council and the Rules of Procedure of the Kaunas Regional Library Council, approved by the Order of the Director of the Kaunas Regional Library Council No. V-58 of 26 November 2013.

A new composition of the Council was approved by Order No V-163 of 14 December 2021 of the Director of KAVB. The Council is composed of 17 members representing all municipal public libraries, school libraries, KAVB and the Ministry of Culture of the Republic of Lithuania within the defined territory of the region (Kaunas and Marijampolė counties).

The purpose of the Council is to make proposals to the Director of the KAVB on the formulation and practical implementation of the strategy for the libraries of the defined area. Council Regulation (in Lithuanian)

The Council discusses:

  • library services, strategy and development in the defined area;
  • the research and development programmes for libraries in the designated area and the results of their implementation;
  • other matters relating to the coordination of the activities of libraries in the defined regional area.

The Council is chaired by Alina Jaskūnienė, Director of Birštonas Public Library.
Vice-Chairperson – Daina Sutkevičienė, Director of the Marcelijus Martinaitis Public Library of Raseiniai District.
Secretary of the Council – Lukas Volskis, Senior Methodologist (Training), Strategic Development and Innovation Centre, KAVB.

2024 Council meetings:

2024 11 April 2024 Kaunas Regional Library Council meeting On 11 April 2024, the first meeting this year of the Kaunas Regional Council of Libraries took place at the Kaunas County Public Library (Oak Grove Library), attended by 13 members.

The agenda of the meeting consisted of 6 items: the benefits of the MIRKT programme and planned activities in 2024; competence development in 2024; the creation of the Council for Information Resource Formation in Kaunas region; the topicalities of the Interlibrary Loan (ILL) service in public libraries in Kaunas region; the implementation of reading promotion measures in public libraries in Kaunas region in 2024; and the expositions of the mobile exhibition in the Oak Grove Library.

All the presented agenda items were accompanied by relevant and constructive discussions. The MIRKT programme received a lot of attention – there was a discussion on how libraries manage to organise training for the population, how to adapt the MIRKT training programme, methods, challenges and sharing of good practices.

At this meeting, it was unanimously decided to set up an Information Resource Development Council to initiate and coordinate joint activities related to the development, organisation, access and protection of information resource collections.

The Council members were given a detailed presentation of the situation regarding the TBA issues and the implementation of reading promotion measures in the public libraries of Kaunas region. It was discussed not only what has been done, but also what is being done or will be done in the future, as well as what kind of involvement is expected from the public libraries in the region and what benefits they will gain from participating in these activities.
